All does not always mean all.

"When Herod the king had heard these things, he was troubled, and all Jerusalem with him." (Matt. 2:3) Every single person in Jerusalem was troubled? No, of course not. You are correct. It is obvious. 

But if it was worded like this it would be different. Even as, in ADAM, all are dying, in the same way all in Jerusalem were troubled. In this case it would mean every single person because of the qualifier (as in Adam)."Then went out to him Jerusalem, and all Judaea, and all the region round about Jordan, And were baptized of him in Jordan, confessing their sins." (Matt. 3:5-6) So, we are to understand that every single person of Judea and every single person in every region of Jordan went and got baptized by John? No, of course not. You are correct. It is obvious. It would have been mathematically impossible for one man to do it. You are absolutely right. But if it was worded like this it would be different. Even as, in ADAM, all are dying, in the same way, all in Judea and all in Jerusalem and all in the region round about Jordon were baptized by John. In this case it would mean every single person because of the qualifier (as in Adam). 
"Again, the devil taketh him up into an exceeding high mountain, and sheweth him all the kingdoms of the world, and the glory of them; (Matt. 4:8) So, from the top of that mountain Jesus saw every single kingdom on the whole globe." No, of course not. You are correct. It is obvious. A human eyeball could not be shown even one Kingdom (unless it was close by) let alone ALL the Kingdoms on the GLOBE. Jesus must have been shown ALL the Kingdoms some other way (imagination, vision, trance, verbally). But if it was worded like this it would be different. Even as, in ADAM, all are dying, in the same way, Jesus saw ALL the Kingdoms….. In this case it would mean every single person because of the qualifier (as in Adam).

As through one offense (ADAM’S) all mankind is condemned IN THE SAME WAY ALSO, it is through the righteousness of on (JESUS) thatthe free gift came upon all men unto justification of life. There are two "ages" discussed in the Bible, one age that would pass, and one age that would never pass. The deceiver is said to be cast into the lake which was to be done at the end of the ending age, and would remain there throughout the next age, which is a never ending age, so that does kind of give us a time frame for how long the age is. Plus, it is doubled - ages of the age - giving a true sense of a never ending time frame."
